Ro'eh Zion means, 'The Shepherd of Zion'
The Icon has significant meaning - it represents the 4 main covenants of the Torah - Adamic, Noahic, Abrahamic, and Mosaic.
These covenants are still in place and are simply completed in the New covenant, represented by the arch below them.
